My advice is this: if you're unhappy with your current host, and if your site goes down more than 20 minutes in the span of a whole year, it's too much and you should switch. There's no reason at all why your site should go down every few days; that is totally unacceptable. Switch to a new hosting provider as soon as you can and you won't have any negative effects at all in any of your rankings, trust me.

I wrote an article on that topic a while back, which is still as valid today as it was then.
