When evaluating a site, I think Google is more concerned with the number of inbound links than the actual relevancy and the overall informative value of that site, and they are in fact misrepresenting the public if you happen to have the money to spend. Your comments?

I understand your feelings and I share them with you, however, nobody has any control over Google than themselves. If they choose to let irrelevant or deceptive sites be on top of the better ones, eventually the overall quality and user experience of Google will suffer greatly. I really don't think they would want that to happen. In case you don't know, Google has its own search algorithm called PageRank™, named after Larry Page, one of the two co-founders at Google. Page Rank™ works on the principle that the higher the number of inbound links you have pointing to a site, the higher the value and the importance of that site must be.
