But personally, I've never seen them affect a site's rankings. They would really have to be wrongfully implemented to have such a detrimental impact on the overall search rankings of any site.

Tell him it's ok to use them, and if you want them in your site and if he still refuses to work them, then maybe it's time to look for another Web design company. Just one word of caution however; if you decide to use them on your site, make sure all the Web pages in your site are fully tested across all the many different browsers available today. This may be a bit time consuming.

Some CSSs are notorious for giving some very inconsistent results from one browser to another, and I've known some webmasters and at least one Web designer that became very frustrated with them. But as far as search engines are concerned, I don't see any problem at all here.
