Definition: the "sandbox effect" is a name coined by Barry Schwarz that dates back to the now 'infamous' Google Florida Update that took effect in November 2003. Since about that time, any website that is 'brand new' and 'freshly' launched on the Web is being more or less 'sandboxed', for lack of a better word.

Since Google made some important, numerous and critical changes to its search algorithm in that monthly update, Google now treats all new sites differently than the way it did in the past.

So, after the normal 30 to 60-day (sometimes 90-day) "waiting period", and after Google has made a full PR (Page Rank) update, the new site usually gets a PR value, usually between 3 to 5 or even 6 at times, although this can vary greatly on a large number of factors, such as the number and the quality of links pointing to it, plus a whole lot more.
