When people are looking to buy or rent a boat, they would type in 'boat sales' or 'boat rental'. The same thing if they are looking to find a place to park their boat, they would type 'marina in Oregon' for example.

If I were you, I would optimize my inner pages to be very specific and narrowly focused on that page only. If one of your inner pages talks about the 'Red, White and Blue Marina', that would be your main topic, emphasizing the unique features and benefits of that marina, its location, its mooring facilities, restaurants, boat boutiques, etc.

If another page is focused on national parks and how people can get their boats there, then you would do the same, underscoring all the advantages of each and every park. Just as a side note, if ranking high on each individual national park would be important for you, then I would create a single page for each and every one you want to cover. It's the only way you will rank high on each of them.
