Should you do it now or wait a bit more? It's my experience that it takes at least 2 to 3 months minimum to get any kind of PR out of a brand new site. Will it come out fresh as a PR 4 or 5, or will it look great as a shining new PR 6 or PR 7 site? This depends on the exact number of links you get and their overall quality. Whatever you do, AVOID link farms! Those will only get you into trouble with Google and the others. Only acquire quality links from quality and content-driven sites and you will do great.

If your budget can afford it, shop around for some great sites that have a strong PR 6 or 7 rating. Sites that are considered "authority sites" by Google always perform great. However, expect to pay a premium for those links, since their owners are usually aware of the fact they are considered authority sites and will usually demand more for their links. The old saying that "you always get what you pay for" still holds true here.
