Why does Google do that? Simply to increase the quality of their search results. I guess Google has been spammed a lot in the past two years by websites that offered little, if any real information. So now, all new sites go through this 'special probation period' if you will. Once they get out of the sandbox, then they can rank like any other 'real' site.

One word of advice: If you're launching a new site, make sure it dosen't have 500 links pointing to it after only a month it's been launched! Google will most assuredly think your site is spamming its index and could leave you in the sandbox for more than three months! Instead, do what knowledgeable webmasters do: slowly and gradually build your links over time, one by one. If Googlebot visits your site everyday and finds a hundred more new links than the day before, this is asking for trouble. Hope that helps.
